# Permission tiers: Member, Leadership, and Owner

> Sovereign Sigil has three permission tiers for Rise of Kingdoms kingdoms: Member, Leadership (R4/R5 with the KozanCitadelAdmin role), and Owner.

Sovereign Sigil has three tiers that control what you can see and do.

## For members

Every player starts as a Member. You can:

* Browse [commanders](/commanders/commander-viewer) and [sign up for events](/events/sign-ups)
* [Request titles](/alliance/titles) through [Discord](/reference/discord-commands) or [in-game chat](/alliance/in-game-commands)
* [Link governors](/getting-started/link-governor) and manage your account
* Use [`/help`](/reference/discord-commands#member-commands), `/ask`, and `/feedback` in Discord, and [`!help`](/alliance/in-game-commands#for-members) in game chat

## Leadership and Owner

R4 and R5 players with the **KozanCitadelAdmin** Discord role are Leadership. They can run [events](/leadership/sign-ups), [fines](/leadership/fines), [mail](/leadership/mail-and-schedules), and [titles](/leadership/titles), and turn features on or off for the kingdom. The Owner sets up kingdom info and servers.
